Wicks, Francis and Barrett are running as a team. A vote for them is a vote for a common-sense solution for wastewater treatment that puts MSD customers first. Elect Wicks, Francis, and Barrett to make a difference- combine community health and safety with environmental sensitivity to preserve Montecito’s natural environment (clean beaches). Most importantly, demand fiscal responsibility in the treatment and disposal of Montecito’s wastewater in the most cost-effective way possible.
The common-sense Wicks-Francis-Barrett program is to shut down the current Montecito Sanitary Plant with its environmentally challenging outfall that now dumps secondary wastewater onto beautiful Butterfly Beach.
Wicks-Francis-Barrett propose completing a regional pipeline to send 100% of Montecito’s wastewater to Santa Barbara’s El Estero Resource Center for treatment, where it can be efficiently processed in an environmentally responsible and cost-friendly manner.
The connecting pipeline is already half-finished, linking the City’s El Estero plant to a City location terminating near the zoo. All that is needed is to complete the regional link by adding a short 1-mile pipeline along the City right-of-way, opening the pipeline for regional use. Once the pipeline is completed, the larger and more efficient El Estero plant will do what it was designed to do- clean wastewater more cost-effectively at one-half of the current Montecito plant’s treatment cost.
Or, voters could support our opposition’s plan: For an unknown price, rebuild the aged MSD Wastewater Treatment Plant without putting it out to a competitive bid. The opposition plan will continue to discharge MSD wastewater near Butterfly Beach; fail to protect the Montecito environment; risk the health and safety of our community; and refuse to treat wastewater at the lowest cost.
